There are those who maintain that it is impossible for God to truly desire love. 
 
In their view, this desire for love must be picture language -- anthropomorphic.  It is not spiritual depth calling to deep -- it is surface truth calling to those who are children in their understanding. 
 
Well, it's the children who enter into the Kingdom of God.

We know that there are many believers who take by faith the Father’s love, who refuse to believe in the Father’s pleasure in them. 
 
Jesus said that the Father would love us just like He loved Jesus. 
 
Somehow, this has not been emphasized... Or perhaps it has been twisted to mean that although He wouldn’t love us, per se, He would treat us like Jesus because of what Messiah has done, but not because He means it
 
For some people the gospel is, “God loves Jesus, not you.  However, you can experience what it feels like to be loved by God for Jesus’s sake.” 
 
John 16:27  for the Father Himself loves you, because you have loved Me and have believed that I came forth from the Father.

John 17:23  I in them and You in Me, that they may be perfected in unity, so that the world may know that You sent Me, and loved them, even as You have loved Me.  ...  26  and I have made Your name known to them, and will make it known, so that the love with which You loved Me may be in them, and I in them."

Does God love some more than others, or is His love the same for all?

Yes.

Can we act in such a way to increase His love for us, or is it constant and never-changing?

Yes.
